Human rights represent international consensus of minimal conditions that are necessary for living a life in dignity and freedom. They are consisted of special features which gives us an opportunity to distinguish them from other kinds of right, which are naturalness, universality, inalienability, indivisibility, interdependence and comprehnsiveness. European Human Rights System is considered to be the most developed system of human rights and freedom in general, primarily because of efficient mechanism of protection. Backbone of that system is consisted of European Convention for the protection of Human Rights and Fundamental Freedoms, the Counil of Europe, and the European Court of Human Rights. Fundamental human freedoms apply to all persons in EU, regardless of their status or origin. Some of those freedoms are as much old as Europe – the right to life and liberty, opinion and expressions. The European Union actively promotes and defends human rights, both within their borders and in its relations to non-EU countries. The Union is founded on the values of human dignity, democracy, equality, the rule of law and respect for human rights, including the rights of persons belonging to minorities. At the national level, the human rights of the citizents of the member states are protected by national constitutions, and at the EU level they are guaranteed by the Charter of Fundamental Rights of the European Union.
